West Melbourne has grown faster by percentage than any other city or town in Brevard County from 2000 on. Undeveloped land still sits west of I-95, the city's own plan notes. Land clearing in West Melbourne often means sandy flatwoods under slash pine and saw palmetto. That ground can hold water near the surface in the rainy season, so a lot needs a plan first.
BW Clearing is based in Melbourne, right next door, and West Melbourne is part of our service area. Our skid steer carries a disc mulcher for brush and a tree puller that lifts trees out with the roots. Our lot and acreage clearing gets raw ground ready for a new home or a shop. West Melbourne was created in 1959 to keep the area from being annexed into the city of Melbourne. Much of the city was pastureland, owned by a few cattle and livestock families, its plan says. The city counted 9,824 residents at the 2000 Census and 25,924 at the 2020 Census.
Much of the city has been developed since, and newer subdivisions went up south of U.S. 192 in the 2000s. In town, U.S. 192 is New Haven Avenue, and I-95 has one exit in the city, Exit 180. Wickham Road runs north from New Haven Avenue, and the same road becomes Minton Road to the south.
Ellis Road is changing too. Since the I-95 interchange opened in 2020, traffic on Ellis Road has climbed, the city says. A joint project with FDOT will widen it from two lanes to four. The work runs from west of John Rodes Boulevard to west of Wickham Road.
The city's plan says West Melbourne sits mainly on sandy EauGallie and Myakka soils. They are poorly drained because the water table sits high. Federal soil scientists place Myakka mainly in the mesic flatwoods of peninsular Florida. Its native cover is longleaf and slash pine over saw palmetto.
South Florida flatwoods are the city's most common natural community, flat land known for its palmetto. On flatwoods that rarely flood, second-growth slash pines stand over saw palmetto. On wet flatwoods, water stands for a month or more each year. The rainy season usually runs June through October, when water can sit on or near the surface.
Erna Nixon Park, a 52-acre county park in the north of the city, is mostly left in its natural state. On a private lot headed for a build, that growth comes down first. Forestry mulching grinds palmetto and small pines where they stand into a mulch layer. Brush mowing cuts overgrown pasture and brush, along with small trees up to about 5 inches.
West Melbourne writes its own tree rules. Its code requires a city tree removal permit for protected trees on the city's planting list. A lot actively used as a single-family home is generally exempt. Our Brevard County land clearing permits guide sets the city's rules beside the county's.
Smaller canals and ditches drain the south part of the city into the Melbourne-Tillman Water Control District. The district has 163 miles of canals and bars motorized vehicles from its rights-of-way. Work inside a district right-of-way takes a district permit. The city's Building Department page points applicants to the district's permitting too.
The city asks for an environmental report when a project may hold wetlands. Wetland permits come from the St. Johns River Water Management District and other state agencies. In a site preparation plan, we walk you through which permits apply to your lot. Each office has the last word on its own permit.
A clearing plan starts with the trees worth keeping and the ground the build needs. Trees and stumps come out roots and all with the tree puller. Bigger trees and stumps come out with a rented excavator, and the ground is left ready for the builder.
On low, wet flatwoods, the builder may call for fill to raise the house pad. Our excavating and dirt work moves and spreads that fill and levels the lot. A pond dug on the property can supply it, and several lakes in the city began as borrow pits. Before any digging, Florida law calls for notice to Sunshine 811 at least 2 full business days ahead.
A new lot also needs a way in. A dirt and gravel driveway helps trucks get in and out through the wet months. The city's plan flags debris dumped into its ditches and canals as a code enforcement problem. Cleared brush is mulched in place, or our debris removal hauls it off the lot.

We cut down the high spots and spread that dirt into the low ones. Lots, pads and pasture end up level and graded so rain runs off.
