Land Clearing, Mulching and Dirt Work in Port St. Lucie

Port St. Lucie was platted as quarter-acre home lots, more than 80,000 of them. Most were sold to buyers across the United States and abroad, and many lots are still vacant. City code makes a vacant lot's owner keep brush and Brazilian pepper cut down along a neighbor's line. If the owner lets it go, the city can do the work and put the cost on the property.

Port St. Lucie is part of our service area, about 64 road miles south of our Melbourne base. BW Clearing handles land clearing here for residential and commercial owners, on single lots and on acreage. Our skid steer runs a disc mulcher for forestry mulching or a brush mower for overgrowth. Why Port St. Lucie has so many vacant lots

The city was incorporated in 1961, when the General Development Corporation owned the land. The company laid out 66 square miles, mostly in single-family lots, with minimal roads and drainage. Buyers paid a small down payment and then monthly payments.

The city had 330 residents in 1970. The Census counted 204,851 in 2020, and the bureau's mid-2025 estimate is 268,062. Census survey data shows more than half of the city's homes were built in 2000 or later. The same data counts 87 percent of homes here as single-family detached houses.

Between 2000 and 2008 the city annexed about 24,000 acres, mostly west of I-95. Tradition and other master-planned areas grew on that land. In the older platted neighborhoods, finished homes and vacant lots still share the same streets. In 2025 the Census Bureau counted 2,814 new single-family homes authorized by permit here.

What grows on a Port St. Lucie lot

Pinelands are the largest native habitat in the city, on the state habitat map in the city's plan. Pineda sand is one of the most common soils here. The federal soil survey lists slash pine, cypress, cabbage palm and saw palmetto as its native cover.

New development in the city has to remove the most invasive exotic plants, Brazilian pepper and melaleuca among them. For Brazilian pepper removal, we cut and mulch the thickets with the skid steer. The tree puller lifts the bigger trunks out with the roots.

The survey calls Pineda sand poorly drained. Its water table rises to within 10 inches of the surface for 1 to 6 months a year. Soft ground can rut under heavy machines, so the wet months take more planning.

What city code asks before land clearing in Port St. Lucie

City code bars clearing a lot without a building permit or a land clearing permit, with a few exceptions. Removing listed invasive plants is one of them. Otherwise the code expects clearing to go with an approved project, during construction.

A gopher tortoise survey comes first wherever native upland plants grow. The Florida Fish and Wildlife Conservation Commission lists the tortoise as threatened. Work within 25 feet of a burrow needs its permit first. Parcels of 2 acres or more need an approved environmental site assessment before a clearing permit.

The Planning and Zoning Department issues tree removal permits for trees 12 inches across or more at chest height. Platted single-family lots are exempt from those tree rules while they meet the city's minimum landscape standards. As part of site preparation, we walk you through which permits apply to your lot. The city has the final word.

Where the water goes on a Port St. Lucie lot

The city's stormwater system includes 1,200 miles of swales and 200 miles of canals. Canals C-23 and C-24 drain into the North Fork of the St. Lucie River. The city puts swale and driveway culvert upkeep on the property owner.

City code makes it unlawful to fill or block a swale. The city's lot clearing flyer calls for silt control in the swale during clearing. Site work may not change drainage so stormwater flows onto or ponds on a neighbor's lot. The flyer also rules out burying or burning debris, so we haul it off or mulch it.

Part of Savannas Preserve State Park, a freshwater coastal wetland, lies inside the city. Dredging or filling in wetlands takes an environmental resource permit. In St. Lucie County, the South Florida Water Management District reviews developments and farm work. The Florida Department of Environmental Protection reviews single-family home projects.

Questions We Hear Around Port St. Lucie

A few of the questions we hear most around Port St. Lucie. If yours is not here, call or text and ask.

Call (904) 719-0443

My vacant lot in Port St. Lucie got a code notice. What does the city want?
Next to a home, city code caps growth at 24 inches within 10 feet of the side and back lines. Vacant lots also keep growth under 24 inches for 15 feet from the road or drainage right-of-way. The notice gives the owner at least 20 days to fix it. Brush mowing, or bush hogging, cuts those strips down.
I'm building a house on my Port St. Lucie lot. When does the clearing happen?
The city wants lot clearing tied to the building permit and done during construction. The plot plan goes to Public Works for approval before the Building Department reviews the plans. In a few neighborhoods, such as Sawgrass Lakes, the homeowners association approves site and drainage plans instead. We line the clearing up with your builder's schedule.
What does land clearing in Port St. Lucie cost?
It depends on the lot. A single quarter-acre lot is a different job from several acres. Thick pepper and palmetto, wet ground, debris hauling and the city's silt control rules all move the number. We look at the lot and put a free quote in writing.
What changes when my lot backs onto a canal or the North Fork?
The city's typical lot drawing shows a 20-foot drainage and utility easement beside a canal. Your plat shows the real one. A home lot on the North Fork needs a clearing permit and keeps a 15-foot native buffer at the water. Work in a South Florida Water Management District canal right-of-way needs the district's permit.
When is the best time of year to clear a lot in Port St. Lucie?
The city's fertilizer rules treat June 1 to September 30 as the rainy season. Dry ground carries the machines better, and the swale out front takes less damage. We set the date around the permit and the ground. Call or text (904) 719-0443 to plan it.
